Though the Bible tells the story of Israel and how God led them, the Lord was also involved with other people and their lives. He dealt with others as well and spoke to them too.
Balaam was a prophet sort of a person who lived in the banks of Euphrates river. Blessings fall on any people whom he blesses and curses fall on people whom he curses. And Balak the Moabite king seeks his help to curse Israel. The Lord talks to Balaam that night, not to curse the nation of Israel.
A totally unrelated person to Israel, is dealt personally by the "God of Israel".

God doesn't work the way we plan. He is Sovereign, all powerful and omnipresent.
